Our diverse team ensures that the entire submetering process, from technology consulting and installation preparation to property audit and resident billing and collection, is customized to your organization’s needs.

Todd C. Quarterman, CEO and Founder

Todd has over 20 years of experience in property management as an owner and developer of several properties in the Rochester, NY area. He is a pioneer of utility submetering with hands-on knowledge of every aspect and technology in the business. His initial work with early software applications helped open the industry to private enterprises. Mr. Quarterman has several years of experience as an environmental consultant and also holds a Bachelor of Science degree in Industrial Engineering from State University of New York at Buffalo.

Andris Silins, Operations & Technology Manager

Andris has a wide range of experience in business operations management, multifamily real estate, building trades and technology. Prior to joining WaterWatch, Mr. Silins was a Technology Education instructor for six years. He additionally operated a residential/ light commercial construction and property management business. Mr. Silins has a Bachelor of Science degree in Technology Management & minor in Business Administration from the State University of New York at Oswego.

Christina Nargi, Billing Analysis Manager

Christina Nargi works as a billing analysis manager and ensures that accurate billing methods and rate changes are in place. She also acts as a liaison for property management in resolving any questions or concerns. Ms. Nargi has a Bachelor of Science degree in Finance from St. John Fisher College and an M.B.A. in Global Business from St. John Fisher College.

Brenda Morrison, Accounting Manager

Brenda is an experienced financial and organizational administrative leader. A team builder and natural leader, Brenda has developed successful financial services and human resources teams.  A summa cum laude graduate of Villa Maria College, Buffalo, Brenda has created operational processes from the ground up for accounting, human resources and manufacturing. Prior to joining WaterWatch, she helped launch and build a global technical corporation from zero to over $70 million in sales, serving as Director of Finance and Administration.  Her trademarks are a valued and rare combination of impeccable people skills matched only by her attention to detail, while keeping her eye on the larger goals of the business throughout.

Tasha Yielding, National Sales Director

Tasha brings more than 10 years of sales and marketing experience to WaterWatch, as well as an extensive background in organizational development.  Tasha’s depth of experience in the industry will help her as she educates new as well as existing partners within the multifamily and CRE industry.  Ms. Yielding has a Bachelor of Science degree in Business Management from the University of Texas at San Antonio.

Amanda Flugel, Administrative Project Coordinator

Amanda Flugel has several years of customer service and office coordination experience. She works to implement WaterWatch administrative systems and procedures while also monitoring administrative projects.  Amanda also maintains rapport with customers, managers, and employees by arranging continuing contacts and project organization. She is a graduate from SUNY Brockport, with a Bachelor’s of Science degree in Business Management.

Jacqueline D. Savage, Customer Service Associate

Jacqueline has more than 17 years of experience in both customer service and office management. Her personalized approach to serving customers and attention to detail have helped us to achieve a superior service record. Mrs. Savage has an AAS degree in Accounting from the Rochester Institute of Technology.

Matt J. Jacobsen, Customer Service Associate

Matt has eight years experience in utility billing and customer service. His friendly and efficient approach to customer needs is crucial to maintaining the WaterWatch philosophy that “customer service comes first.” Mr. Jacobsen has a Bachelor of Arts in Social Services from Niagara University.

Connie Latragna, Customer Service Associate

Connie has more than 16 years experience in the utility billing and customer service industries. Mrs. Latragna’s customer service skills and understanding of submeter and AMR procedures guarantee that customer issues will be handled in a professional and efficient manner.

Terry Brake, Customer Service Associate

Terry has more than 15 years of customer service experience and offers an abundance of client business management services that assure both resident and management issues are resolve quickly and professionally.

Tracie Errington, Customer Service Associate

Tracie Errington graduated from Letchworth Central High in Gainesville, NY in 2010. She has previous work experience overseeing an 18 person call center team at Sutherland Group and providing customer service for FDM Brands. With over five years of customer service experience, Ms. Errington is able assist both residents and management with billing related questions.

Christina Friedrich, Customer Service Associate

Christina Friedrich has over 6 years of sales and account management experience. She has an associates degree from Bryant & Stratton College and additional experience working as an independent living skills trainer and a Department of Health service coordinator. Christina is enthusiastic about excellent customer service and ensures that all WaterWatch clients recieve superior support.

Carl Dossier, Field Facilities Manager

Carl has an industrial engineering degree from the University of Dayton and over 35 years of prior maintenance management experience with Xerox Corporation. His in-depth knowledge and mechanical expertise is critical in keeping WaterWatch a leader in the industry.

Will Barton, Field Services Manager

Will comes from a diverse background with experience in property management, building trades, heavy equipment service and sales, and various entrepreneurial endeavors. Will has a B.A. from SUNY Buffalo in History and Creative Writing, and is responsible for analyzing, managing and maintaining our network of water, electric and gas meters; as well as AMR systems across the country.

Jon Sce, Field Services Technician

Jon has over 10 years in the customer service field and is also a NYS Certified Home Inspector.  Before joining the WaterWatch team, Mr. Sce owned and operated his own small business.  Jon is responsible for analyzing, managing and maintaining our national network of water, gas and electric meters.

Ed Meyers, Credit Manager

Ed works within the WaterWatch Corporation collection department. Mr. Meyers handles delinquent accounts and helps our properties to collect utility income quickly and efficiently. His strong customer service background and military experience have led to various positions with companies such as Kodak and Xerox. Mr. Meyers plays an integral role in assuring that WaterWatch collection rates remain the highest in the industry.
