Todd C. Quarterman, CEO and Founder

Todd has over 20 years of experience in property management as an owner and developer of several properties in the Rochester, NY area. He is a pioneer of utility submetering with hands-on knowledge of every aspect and technology in the business. His initial work with early software applications helped open the industry to private enterprises. Mr. Quarterman has several years of experience as an environmental consultant and also holds a Bachelor of Science degree in Industrial Engineering from State University of New York at Buffalo.

John W. Paul, Vice President of Operations

John is a seasoned Information Technology professional with 30 years of experience. His previous work focused primarily on business process engineering with a customer service orientation. Prior to his current position, Mr. Paul was a valued business consultant and project manager for IBM. Mr. Paul has a liberal arts degree from the University of Vermont.

Jacqueline D. Savage, Customer Service and Accounts Payable

Jacqueline has more than 17 years of experience in both customer service and office management. Her personalized approach to serving customers and attention to detail have helped us to achieve a superior service record. Mrs. Savage has an AAS degree in Accounting from the Rochester Institute of Technology.

Andris Silins, Technology Operations Manager

Andris has a wide range of experience in technology/ computer systems, voice and data networks, property management, and the building trades. Prior to joining WaterWatch, Mr. Silins was a Technology Education instructor for 6 years. He additionally operated a residential/ light commercial construction and property management business. Mr. Silins has a Bachelor of Science degree in Technology Management with a minor in Business Administration from the State University of New York at Oswego.

Matt J. Jacobsen, Customer Service Associate

Matt has 5 years experience in utility billing and customer service. His friendly and efficient approach to customer needs is crucial to maintaining the WaterWatch philosophy that “customer service comes first”. Mr. Jacobsen has a Bachelor of Arts in Social Services from Niagara University.

Connie Latragna, Customer Service Associate

Connie has more than 16 years experience in the utility billing and customer service industries. Mrs. Latragna’s customer service skills and understanding of submeter and AMR procedures guarantee that customer issues will be handled in a professional and efficient manner.

Carl Dossier, Field Facilities Manager

Carl has an industrial engineering degree from the University of Dayton and over 35 years of prior maintenance management experience with Xerox Corporation. His in-depth knowledge and mechanical expertise is critical in keeping WaterWatch a leader in the industry.

Allison Sass, Online Content Manager

Allison has a Bachelor of Arts Degree in Communication with a minor in Graphic Design from the State University of New York at Geneseo. She has journalistic experience writing for both print and electronic mediums. Ms. Sass works daily to ensure that WaterWatch information presented on the web is accessible and easily understood by property owners and residents.

Peter Yehl, Operations Technician

Peter brings years of customer service experience to his position at WaterWatch Corporation, having previously worked for Broadband Express LLC as a field technician. Mr. Yehl is responsible for analyzing, managing, and maintaining our network of water, electric, and gas meters, as well as AMR systems across the country.

Ed Meyers, Credit Manager

Ed works within the WaterWatch Corporation collection department. Mr. Meyers handles delinquent accounts and helps our properties to collect utility income quickly and efficiently. His strong customer service background and military experience have led to various positions with companies such as Kodak and Xerox. Ed plays an integral role in assuring that WaterWatch collection rates remain the highest in the industry.
